New Homes in Henrico Causing Turmoil

HENRICO, Va. - The #Henrico County Board of Supervisors on Tuesday granted the request for 7.32 acres of land to be built upon on the south line of Mountain Road in an Environmental Protection Area.


Dzemal Dukic, the property owner, was allowed to build a maximum of 28 houses on the property due to the 2026 Comprehensive Plan. This states that suburban residential areas should not exceed 3.4 houses per acre.


The property is backed by wetlands and a large floodplain. Dukic said he will be taking this into consideration and is only building 10 residences on the land. He is looking to improve the property and not create any new problems.


Neighboring resident Allen Moldenhauer said he is concerned with the construction of new homes on the floodplain area and how it will affect his home. “It could impact my property if the floodplains change.”


The Director of Public Works Steven Yob said that the Army Core of Engineers will thoroughly inspect the area for any problems that would prevent Dukic from building the residences.


“There are significant floodplains on this property and in addition there are wetlands. Before this gentleman could do any development there he will have to do a wetlands delineation.”


The area along the property will also require a major buffer of native vegetation to protect the #ChesapeakeBay Area. Dukic will not be allowed to remove any vegetation from the area.


“I would like to ensure that there’s no change to where they could put more houses on the back of my property than what they already have here,” said Moldenhauer.


The Board assured Moldenhauer that there are many steps Dukic must take in order to get permission.


Another neighboring resident, Terry Jones, was in favor of the new construction of homes. He has been a resident in the area for over 30 years and thinks it will be a positive addition to the surrounding neighborhoods.


As long as the construction doesn’t prohibit him from getting to work and back, he has no problem with the proposed plan.


No construction will be allowed until all of the permits have been established.


The upcoming 2017-2018 budget of $2,763,000 was also discussed at Tuesday’s meeting. A total of $1,607,000 is going towards the general budget which will be split up between two items. The first being the third and final payment of the road extension at White Oak Technology Department and the second is for the lease of new laptops in the middle schools.

The special revenue budget is a total of $905,000 which will go towards social services, the work force and mental health.


The next budget meeting will be held on Tuesday, February 27th. They will further discuss the budget and marketing requests to inform the public before the final decision.


In addition to the items discussed at the meeting, #TopGolf was granted permission for the construction of net poles to be installed. It will consist of 27 poles ranging from 90 feet tall to 170 feet tall.


There were concerns with the poles affecting the Environmental Protection Area. The area contains native vegetation that cannot be removed but after further inspection, nothing was found harmful to the area.


This was the final approval the company needed to start the construction.

The Top Golf facility located at 2308 Westwood Ave. is projected to be completed by the end of 2018.
